Chairperson, I hereby give notice that on the next sitting day of the Council I shall move:
That the Council -
1) dedicates some time to pay tribute and homage to Rev Motlalepula Chabaku, who was the last surviving member of the leadership of determined women who, in 1956, led a march of thousands of women from all over South Africa, representing all racial groups and classes, to protest against the extension of passes to women by the apartheid regime; 2) notes that Rev Chabaku, who once served as a member of our Council and served our people with the utmost dedication and humility in the Gauteng and Free State provincial legislatures, was the first female Speaker of the Free State legislature; and
3) acknowledges that paying tribute to this great stalwart of our people and a veteran of our struggle for liberation will be a show of profound appreciation for the formidable role that Rev Chabaku played in our society and democracy.
Chairperson, I hereby give notice that on the next sitting day of the Council I shall move on behalf of Cope:
That the Council -
1) debates the instability prevailing in the police department, which is dominating all news media in the country; and
2) calls upon the Minister of Police to intervene and quell the situation to restore the dignity of the department, which is being tarnished by the top management of the police, who have deviated from their main goal, which is fighting and combating crime in the country, and are concentrating on personal ambition, which is now dominating the headlines.
Chairperson, I hereby give notice that on the next sitting day of the Council I shall move on behalf of the DA:
That the Council -
1) notes that the plan of the South African government and/or the Minister of Human Settlements to establish a state housing company is irresponsible and must be rejected;
2) further notes that the government does not have the capacity now to monitor and evaluate the quality of the structure of houses or to make sure that the National Home Builders Registration Council does its duty of ensuring that no shoddy houses are built; and
3) therefore requests the government, the Minister of Human Settlements and the NHBRC to focus on how they can sharpen their skills and responsibilities to ensure a quality structure in all state-subsidised houses before establishing a state housing company.
Chairperson, I hereby give notice that on the next sitting day of the Council I shall move:
That the Council -
1) notes that more than 200 community service pharmacists, doctors and nurses did not receive April salaries, with some in the Eastern Cape health department dating back to December;
2) notes that appropriate disciplinary action must be taken against those finance officials responsible for administering salary payments for the affected medical personnel;
3) acknowledges that this affects the morale of the medical staff and could have the unintended consequence of patients receiving poor service and treatment, given the adverse working conditions that have been created by the nonpayment of salaries;
4) recognises the poor financial management in the Eastern Cape health department, which has contributed to the unsatisfactory state of affairs; and
5) calls on the President to fire the Eastern Cape Premier and MEC and for the national Minister of Health to take over the running of the Eastern Cape department of health.
