[Mr T E CHAANE: Hon Chairperson, hon members, it's a great honour to table our report to this House about our oversight visit in the North West province and I do so with respect. The Portfolio Committee on Appropriations visited the North West province on 11 October 2011, and identified the department of health and department of sport arts, and culture, as well as the department of public works, roads and transport as the departments whose projects we were to visit.
The committee met with MEC Hlomane Chauke and MEC Magome Masike, who were representing the department of sport, arts and culture and the department of health respectively. The MEC responsible for the department of public works, roads and transport could not make it, with no reason given. The Department of health reported on the following projects: renovations at Bophelong Psychiatric Hospital; renovations at General De La Rey Hospital; renovations at Vryburg Hospital; as well as at Moses Kotane Hospital.
The department of sport, arts, and culture gave a report on the following projects: construction of Utlwanang library in the Lekwa-Teemane Municipality; construction of the Boikhutso community library in the Ditsobotla Municipality; construction of Ipelegeng library in the Mamusa Municipality; and construction of the Khuma library in the Matlosana Municipality.
After discussions with the departments about the projects mentioned above, the committee identified Bophelong Psychiatric Hospital, General De La Rey Hospital and Ipelegeng library as projects that should be visited. Unfortunately, the MECs of both departments reported that there was no need for the committee to check on these projects because there had been no progress. The department of sports, arts and culture mentioned that all the departments did was to transfer funds to municipalities, with no proper evaluation mechanisms in place to ensure compliance with their objectives. As a result the funds were allocated to other projects within the municipalities.
The department of health raised the concern that all the projects that failed was because of poor management and corruption within the procurement management systems. This state of affairs was reported to relevant national departments as they are the ones who provide financial assistance regarding conditional grants for the purpose of assessment and consideration of steps to be taken in order to rectify the situation. The committee has not received reports from the provincial or national departments, except for the fact that the Department of Health has started forensic investigations into that issue. The Portfolio Committee on Appropriations will be notified about the outcome shortly. This matter will be looked into further and brought to finality.
