That the Council -
1) notes the increase in public servants from 434 in 2001-02 to 1135 in 2009-10 that are being investigated for financial misconduct;
2) further notes the more than R45 million spent onsalaries of officials who were suspended between April 2009 and March 2010;
3) acknowledges the devastating impact the increasingly cavalier attitudes of public servants have on service delivery; and
4) calls on government to clean up its act and to deal with corrupt officials decisively and swiftly.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of Cope:
That the Council -
1) notes the post-mortem revelation of the four Mmupele children in Verdwaal, Lichtenburg in the North West;
2) debates the grinding poverty that the farm communities of Verdwaal, Itsoseng, just outside Lichtenburg are confronted with;
3) notes that the revelations complement the SA Child Gauge 2010-2011 report showing that almost 3 million of the country's 18,6 million children go to bed hungry; and
4) debates the need for the Minister of Social Development to institute an inquiry into Sassa's declaration of having R457 million in savings while there are children dying of hunger because they are unable to access child support grants.

1) notes that the ANC government, in particular the Ministers, find it impossible to understand the principle of fairness, open and effective competition, ethical and fair conduct, value for money and accountability;
2) further notes that for the umpteenth time another scandal has been exposed, amongst others that the company Travel with Flair, owned by former Miss South Africa Basetsana Kumalo and her sister, is earning millions of rands from government departments while neglecting to conform to National Treasury's general procurement principles; and
(3) further notes that the DA will request the Auditor-General to conduct a forensic investigation, by means of an independent auditing firm, of all contracts in respect of travel and subsistence arrangements for Ministers and officials in the various departments.]

That the Council -
1) notes that at the Telkom Cape Town Entrepreneurship Week it was revealed by research done by Prof Haroon Bhorat, a director at the University of Cape Town, where he focused on developmental policy in relation to the economic successes of countries in terms of entrepreneurs, that there are 13 countries which have excelled, namely Botswana, Brazil, China, Hong Kong, Indonesia, Japan, South Korea, Malaysia, Malta, Oman, Singapore, Taiwan and Thailand, with India and Vietnam on the reserve list;
2) further notes that over and above the stable macroeconomic climate in these countries, the inhabitants in these countries save at an excellent rate;
3) notes that the governments in these countries invested in human capital by rewarding good teachers, providing good health care and having innovative partnerships between the public and private sectors; and
4) calls on government to accept the fact that because of uncertainties such as nationalisation of mines, South Africa does not attract sufficient foreign investment for the required economic growth of at least 8% to create the necessary sustainable jobs for the 76% of our youth that are unemployed.

That the Council - 1) notes the stern warning issued by Police Minister hon Nathi Mthethwa against reckless and irresponsible police officers who have cost the government and the Department of Police millions of rands in lawsuits;
2) further notes that Minister Mthethwa had indicated that the department had paid over R106 million in legal costs as a result of 8 074 civil claims brought against the South Africa Police Service for the 2010-11 financial year; and
3) takes this opportunity to welcome the commitment by the Minister to institute stern processes to deal with such rogue and reckless police officers in order to ensure that all resources allocated to the SAPS are used to support the department's quest to fight crime and ensure the safety of our people.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move:
That the Council -
1) takes note of the senior official of the Musina municipality in Limpopo who is in hot water following allegations that he absconded from work for four months;
2) further notes that the senior official, Abram Luruli, had taken leave on April 1 and was supposed to return to the office on June 1, but instead only reported for work four months later;
3) notes the appalling state of affairs when an official is allowed to be absent from work for an extended period without any disciplinary intervention; and
4) debates the urgent need for disciplinary action to be taken in this regard and for the Batho Pele principles to be strictly implemented in all spheres of government.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of Cope:
That the Council -
1) notes the dire effect a mineral export tax will have on the economy, the industry and future investment inflows into the mining sector;
2) debates the need to address constraints faced by manufacturers in order to promote local mineral processing; and
3) debates the need for government to create an environment conducive to growth in the mining sector and to ensure that South Africa does not miss out on yet another commodity boom because of bureaucracy.
Chairperson, I hereby give notice that on the next sitting day of the Council I shall move:
That the Council -
1) notes that despite the Public Protector having found evidence of maladministration and irregularities in the DA-controlled Midvaal Municipality in Gauteng and a criminal investigation by the Special Investigating Unit, the DA leader, Premier Helen Zille, said that a provincial disciplinary committee of the DA had found no evidence of corruption;
2) further notes that the DA and Ms Zille remain silent on the recent findings of maladministration and irregularities by the Public Protector and fail to take any appropriate action on the basis of such findings;
3) acknowledges that the silence of the DA and its leader on the Public Protector findings on corruption in the DA-controlled Midvaal Municipality demonstrates the double standards of the DA and its leader; and 4) takes this opportunity to call on Premier Zille and the DA to publicly respond to the findings of the Public Protector and outline how they will deal with the serious and damning findings of the Public Protector on the Midvaal Municipality.
Chairperson, I hereby give notice that on the next sitting day of the House I shall move on behalf of Cope:
That the Council -
1) notes that the Moqhaka Municipality has failed time and again to deliver services to the residents of two Free State townships;
2) further notes that the toilet saga is still continuing in these townships despite the promises made earlier this year before the local government elections by Premier Ace Magashule, ANC Youth League president Julius Malema, sports Minister Fikile Mbalula and ANC heavyweight Tony Yengeni;
3) acknowledges the shocking and unbelievable cost of rebuilding or enclosing these open toilets, each costing R6 500;
4) further acknowledges that more shocking and disturbing is the fact that two independent building contractors had quoted R3 500 to build the same structures but the cash-strapped Moqhaka Municipality went for the highest quote; and
5) calls upon the people of South Africa to speak out against corruption.
