The Portfolio Committee on Women, Youth and Persons with Disabilities met to consider and score candidates interviewed for vacancies in the Commission for Gender Equality (CGE). Through the process, Members shortlisted the ten highest-scoring candidates from the 23 interviewed. Four candidates would be considered for the half-term, while the remaining six would be considered for the full term.

The Committee was also taken through the report of the State Security Agency and a report from human resources on verification of qualifications.

Meeting report

The Chairperson informed the Committee that now that interviews had finished, Members had to finalise the scoring of candidates [last month, the Committee held interviews over a week of shortlisted candidates to fill vacancies in the Commission for Gender Equality]. The Committee should also consider the report from the State Security Agency and verification of qualifications report. The Committee interviewed 23 candidates. Six candidates would be shortlisted for the full term and four for the half-term.

The Committee Secretary took the Committee through the verification of qualifications report. She stated the human resources division conducted the verification process. Only one candidate did not submit her certificate, but sent her academic record only from Unisa because the university indicated it could not re-issue her certificate. The HR did not accept the academic record because it stated it could be forged and it was better to send a certificate.

Ms A Hlongo (ANC) said what was important was to verify the student number because it is something that is usually included in the academic record. The Committee needed to discuss the emails sent to the candidate by Unisa with HR.

Ms N Sharif (DA) stated it was unfair to penalise the candidate for the failure of the institution to re-issue her certificate.

The Chairperson said it was fine to have an academic record with a student number as long as the institution confirmed the person completed her studies. There was no need to disqualify the candidate.

The Committee Secretary then briefed the Committee about the State Security Agency report. She said the Committee received 20 final reports for the candidates. 17 candidates did not have defaults. Only three had defaults because one owed the bank money, the second one owed UCT money, and the third one had an assault case from ten years ago.

Dr Herman Tembe, Legal Officer: Office on Institutions Supporting Democracy, read to the Committee the legal requirements for the appointment of CGE Commissioners.

The Chairperson remarked none of the candidates has been charged with fraud or found insolvent or committed an offence, except the three candidates the Committee has not received reports about from the State Security Agency.

Members were then given a chance to score each of the 23 candidates from the highest to the lowest.

Ms Kashifa Abrahams, Committee Content Advisor, verified all the scores of the candidates that scored the highest. The focus was on the top ten.

Ms Crystal Levendale, Committee Researcher, presented the demographics of the top ten candidates. The list consisted of one African male and nine females (one coloured woman, one person with disability, one Indian woman, and one white woman). Seven candidates were from Gauteng, one from Western Cape, one from Eastern Cape, and one from Limpopo.

The Chairperson indicated four of the ten candidates would be considered for the half-term, while the remaining six would be for the full term.
