MINUTES
Ms Shireen Cassiem, the Committee Clerk, invited nominations for the Interim Chairperson. Mr B Komphela was nominated and elected unapposed.

In the ensuing discussion on the draft programme, Mr Arendse (ANC) was concerned about the scheduling of meetings on Fridays as members had other commitments.

Mrs Ngwenya (ANC) agreed but accepted that there was a short time to consider the Budget. She also suggested that the civil society briefing on the first day be extended to a full day as the Committee would like to hear from as many people as possible.

The Chair agreed and stressed that this Programme was unusual due to the elections. It would be important that full-time Members were available, but not everyone.

On the issue of whether the time allowed for the Department presentation was too short, the Chair noted that the Committee would regularly interact with the Department after the budget, but there are not many opportunities to meet with civil society.

Mrs Ngwenya noted that the Committee would very much like to hear the Minister - who had started as Chair of this Committee - sharing her vision for the Department. The Chair agreed that the Minister should be invited.

Mr Phala (ANC) asked that consideration be given to transport arrangements for members after late meetings, as some would have problems getting home. The Chair agreed that this would be dealt with.

Mrs D van der Walt (DA) asked, for the sake of team spirit, that members refrain from calling each other "Comrade", as this term had political connotations.

There was a brief discussion between Mrs Ngwenya, Mr Sibunyana (IFP), Mrs. Ndzanga, Mrs. Gumede (ANC), Mr Arendse and Mr Maluleke (DA) on the issue. The Chair ended the debate, saying that he would consult the rules and would pronounce on the issue at the next meeting.
