Meeting report

The Chairperson opened the meeting and asked the Committee Secretary if there were any apologies.

The Committee Secretary communicated the apologies.

Division of Revenue Amendment Bill: Motion of desirability

The Chairperson asked the Committee Secretary to flight and read the Motion of Desirability for the Division of Revenue Amendment Bill.

The Committee Secretary read it out. In the opinion of the Committee, the legislation is desirable to amend the Division of Revenue Act 2022 in accordance with the Money Bills Act. 

The Chairperson asked for a mover to adopt the motion.

Ms D Peters (ANC) motioned to adopt the motion and Mr O Mathafa (ANC) seconded the motion.

Ms N Ntlangwini (EFF) asked the Chairperson to note the EFF’s objection to the motion.

The Chairperson noted the objection.

There were no other views and the motion was passed.

Committee Report on the Division of Revenue Amendment Bill
The Chairperson said  they would be going through the draft report on the 2022 Division of Revenue Amendment Bill. The report had been sent to members beforehand and they were asked to send additions and corrections to the Committee Secretariat. However, if members still had additions to make they were allowed to.

The Chairperson said he, along with the Committee Secretariat, had considered the report and thought it reflected what had transpired.

The Committee went through the document page-by-page and Members were allowed to indicate what additions they wanted to make.

No comments were made.

The Chairperson asked the Committee for a motion of adoption of the report.

Mr Z Mlenzana (ANC) motioned to adopt the report and Ms Peters seconded the adoption.

Ms Ntlangwini asked the Chairperson to note the EFF’s objection.

The Chairperson noted the objection. He thanked the Committee and said the report was duly adopted and would be sent to the National Assembly. He asked the Committee Secretary if he was correct.

The Committee Secretary confirmed that he was.

The Chairperson encouraged the members to go over the recommendations section especially in the future to make sure what they recommended were captured and nothing falls through the crevices

Committee Minutes
The Chairperson said the minutes of 8 November were sent to the Committee Members beforehand.

He asked if there was a mover to adopt the minutes.

Mr X Qayiso (ANC) moved to adopt the minutes and Mr Mathafa seconded the adoption.

The minutes were duly adopted.

The Chairperson said the minutes of 9 November were sent to the Committee on time and they had gone through the minutes.

He asked if there was a mover to adopt the minutes. Mr Mathafa moved for the adoption and Ms Peters seconded.

The Chairperson said the minutes were adopted as a true reflection of the meeting.

Announcements
The Chairperson asked the Committee Secretariat if there were announcements.

The Committee Secretary said there would no meeting the next day. The next meeting was scheduled for Friday. The Department of Social Development and the South African Social Security Agency (SASSA) would brief the Committee on the Adjustments Appropriation Bill.

On the study tour, he said final approval was still needed from the Speaker’s Office.  He reminded the Members about the request for their biographical CVs as only Mr Kwanka had sent in his.

The Chairperson asked the Committee Secretary to talk about the response from the Speaker’s Office and remind him of a conversation they had the previous day so that the Committee does not find itself in a particular situation.

Ms Peters sought clarity on what the Committee Secretary meant by biographical CVs as she had not received correspondence about this.

Mr Qayiso said he also had not received correspondence about this.

The Committee Secretary said correspondence was sent on 28 October. Just directly after the proposed programme, there was a sentence that said the authorities from South Korea requested the CVs of the travelling delegation. He said the members perhaps missed this and he would re-send it.

The Chairperson asked the Committee Secretary to send a reminder to the members. The request was for an abridged CV. He urged Members to attend to this and to do so by the latest tomorrow.

The Chairperson thanked the Committee for their engagement with the Division of Revenue Amendment Bill and their additions that improve the lives of people. The spirit in which the engagement took place was good.

He noted that there was a debate the following day.

The Chairperson thanked the support staff, media persons, departments and members of the public who engaged with the Committee.
