Meeting Summary

The Portfolio Committee met to consider and adopt its Committee and Budget vote Reports.

Members raised some concerns on the quality of the writing of the reports and noted the decrease in the budget.

The reports were adopted with the DA reserving its position.

Meeting report

The Chairperson notes apologies as she welcomed Members of the Committee and the Committee support staff. She then congratulated Bafana Bafana on its victory against Egypt.  

Committee Report

A Committee Member (ANC) said new Members of the Committee were not aware of some of the abbreviations and asked for clarity and explanation of the abbreviated words.

The Committee Secretary showed Members the page where all the abbreviated words were written in full.

Mr T Mhlongo (DA) noted that the content of the analysis of the Committee report was missing.

A staff member responded and said that analysis was found on every page but precisely on page 9.

The Committee Members mutually noted a decrease in the budget.

Most Members noted the poor style of writing of the document and wanted to know the Committee supporting staff and their roles.

The Chairperson said the Committee supporting staff were introduced to the Committee. However, the Chairperson afforded the supporting staff an opportunity to re- introduce themselves and their roles again.

A Committee Member (ANC) advised fellow Members to scrutinise the report and take note of the loopholes, and those gaps should be addressed in the final report.

The Chairperson advised that the report and its recommendations should be considered today, and she moved for adoption.

Mr L Ntshayisa (AIC) seconded the adoption of the report while Mr Mhlongo reserved his position on behalf of the DA.  

The report was adopted, noting the reservation of the DA

The Chairperson advised Members not to question the DA for reserving their adoption of the report, for it was their legitimate constitutional right to do so.

Budget Vote

The Chairperson led the Committee through the budget report.

The Committee Members deliberated on Schools Sports on page 15 of the report.

A Committee Member (ANC) emphasized that Indaba would happen with the football players.

The Chairperson then led the Committee into the adoption of the report.

Mr A Seabi (ANC) seconded the adoption of the report and Mr Mhlongo reserved his adoption of the report on behalf of the DA.

The Chairperson then asked the media team to release a statement and congratulate Bafana Bafana on their victory over Egypt.

Consideration and adoption of minutes

There was a bit of confusion and disagreement on regularities over the adoption and consideration of minutes. The Chairperson then gave clarity on the nature of minutes.

Mr Mhlongo said he was not familiar with the rules that the Chairperson was applying on proceedings of the Committee meeting.

The Chairperson said that the direction of minutes of this Committee is laid by the previous Parliament. However, there remained uncertainty on the way in which minutes are written.

The minutes was adopted.

Mr W Faber (DA) said that he full member and not an Alternate Member of the Committee, because he noted an Asterix next to his name.

The Chairperson then responded, saying that Mr Faber will remain an alternate because he was placed as an alternative.
