Meeting Summary

The Committee met to finalise its Report on Vote 7: Social Development in the schedule to the Western Cape Appropriations Bill, 2020. The Report was adopted with the ANC and Al Jama-Ah expressing its minority view in not supporting the Vote.

The Committee adopted its minutes for 27 February 2020 and 13 March 2020.

The Chairperson informed the Committee that all Committees would be suspended due to the COVID-19 outbreak and would resume their duties on 20 April 2020.

Meeting report

The Chairperson opened the meeting by asking all present to introduce themselves, after which he stated the agenda of the meeting would cover the tabling and adoption of outstanding Committee minutes and the Committee Report on Vote 7 in the schedule to the Western Cape Appropriations Bill, 2020.

Ms N Makamba-Botya (EFF) stated that she did not receive an invitation to the meeting and requested that she be added to the official Members’ list for communication purposes.

The Chairperson rendered an apology to Ms Makamba-Botya and stated that she will be included in future communications of the Committee. He then tabled the Committee Report on Vote 7 in the schedule to the Western Cape Appropriations Bill, 2020. He asked if, having gone through the Report, Members wished to vote in favour of the Report or in opposition to it.

Ms L Botha (DA) and Ms W Philander (DA) voted in support of the Report.

 Ms N BakuBaku-Vos (ANC) stated that the ANC did not support the Vote.

Mr G Brinkhuis (Al Jama-Ah) stated that his party did not support the Vote.

The Chairperson noted the Report will reflect these minority views.

Mr Brinkhuis asked the Chairperson if there was any significance in stating that the ANC and Al Jama-Ah were the minority vote.

The Chairperson explained the Rules stipulated that it was important to indicate which parties contributed to majority and minority view.

The Committee Report on Vote 7 in the schedule to the Western Cape Appropriations Bill, 2020, was adopted.

Ms Botha suggested the ‘DA’ should be removed next to the statement made by Mr R Mackenzie (DA) as the statement was not representative of the views of the DA but of Mr Mackenzie as a Member of the Committee.

The Chairperson accepted the amendment.

Mr Brinkhuis stated that Mr Mackenzie was not a full Member of the Committee.

The Chairperson corrected Mr Brinkhuis stating Mr Mackenzie was indeed a full Member of the Committee.

Ms Botha moved for the adoption of the minutes with the new amendment and Ms Philander seconded the motion.

The Chairperson asked the Members if they had any amendments to make to the minutes, to which the Members had none.

Ms Makamba-Botya moved for the adoption of the minutes and the motion was seconded by Ms Botha.

Committee minutes dated 27 February 2020 were adopted without amendment.

The Chairperson informed Members that all Committees had been suspended due to the Corona Virus outbreak and would be ceasing operation on Friday, 20 March 2020 to resume on 20 April 2020.  He proposed the press briefing that was supposed to be held on 7 April 2020 be postponed till further notice. There would be a short press briefing on 19 March 2020 and he requested Members avail themselves for it.

The meeting was adjourned.
