Meeting Summary

Tabled Committee Reports

The Committee met to consider and adopt its Budget Vote reports for Vote 11: Department of Public Service and Administration (DPSA) and Vote 7: National School of Governance (NSG). The reports were adopted with the EFF objections.

Committee minutes were also considered and adopted.

Meeting report

The Chairperson welcomed Committee Members to the virtual meeting. The purpose of the meeting was to consider adopting the budget vote reports, namely Vote 11: Department of Public Service and Administration (DPSA) and Vote 7: National School of Governance (NSG). The meeting was also to consider outstanding minutes. 

The Committee Secretary, Mr Hlupheka Mtileni, said there two apologies for the meeting being Ms S Boshoff (DA, Mpumalanga) and Mr T Brauteseth (DA, KZN).

The Chairperson asked that the Committee Secretary take the Members through the report, focusing on observations and key findings and recommendations. 

The Chairperson read the NCOP voting rules to the Committee before asking Members to cast their votes for the reports and minutes. It included the fact that a quorum needed to be met to allow votes to proceed. The number of Members required to constitute a vote had been reached.

The Chairperson asked Members to cast their votes either verbally or using the hand function on Zoom.

Ms B Mathevula (EFF, Limpopo) had said that she was voting against the report as the DPSA had not mentioned equal women representation in all spheres of government

The Chairperson noted this.

The Report was adopted.

Report of the Select Committee on Transport, Public Service and Administration, Public Works and Infrastructure on Budget Vote 7: National School of Government, and the Strategic Plan and the Annual Performance Plan

The Chairperson asked that the Committee Secretary take the Members through the report, focusing on observations and key findings and recommendations. 

The Chairperson asked Members to cast their votes.

Ms Mathevula voted against the report as the NSG had not mentioned how it would train people with disabilities in government departments.

The Chairperson noted this.

The Report was adopted.

Committee Minutes

The Committee considered and adopted its minutes for 10 March, 17 March, 12 May, 19 May, 25 May and 26 May 2021.

Ms Mathevula said that both her initials needed to be written as Ms B T Mathevula.

Members also raised that they were associated with different political parties as well as provinces.

The Chairperson asked that the Committee Secretary ensure that the Members’ names, their political affiliations and their provinces are correctly captured in the minutes going forward.

The Chairperson thanked all members for their attendance and thanked them for their seamless and effective meetings. In addition, he thanked them for exercising their duty as representatives in the NCOP.

The meeting was adjourned.
