Meeting Summary

The Committee presented the final mandates for the National Credit Amendment Bill. The provinces of Free State, Gauteng, Limpopo and KwaZulu Natal had not yet presented their final mandates, as they were still busy with consideration of the Bill, but the remainder all voted in favour of the Bill. Since the majority of provinces approved the Bill, it was adopted, and the Committee Report reflecting this was read out and adopted also.

The Committee adopted the minutes of its meeting on 19 March. Its Legacy Report would be adopted on the following day.
 

Meeting report

National Credit Amendment Bill:  Presentation of final mandates
The Chairperson said that the majority of provinces were in support of the adoption of the National Credit Amendment Bill (the Bill).

Adv Charmaine van der Merwe, Parliamentary Legal Advisor, said that she had no comment and it seemed that the Committee could proceed on the matter.

Eastern Cape
Mr X Pakati (ANC, Special Delegate from Eastern Cape Legislature) noted that the Eastern Cape had voted in favour of the adoption of the National Credit Amendment Bill.

Free State
Mr B Mnguni (ANC, Free State) said that Free State’s mandate was not yet available as this legislature was only meeting this afternoon to confirm the mandate.

Gauteng
The Chairperson noted that the Gauteng mandate was not available as yet.

KwaZulu Natal
The Chairperson, for his own province, noted that KwaZulu Natal was still considering the matter.

Limpopo
Ms M Dikgale (ANC, Limpopo) noted that the mandate was still awaited.

Mpumalanga
Mr A Nyambi (ANC, Mpumalanga) said that Mpumalanga had voted in favour of the Bill

Northern Cape
In the absence of the Northern Cape representative, the Chairperson read out that the Northern Cape Legislature voted in favour of the Bill.

North West
Ms K Kekesi (ANC, North West) read out the mandate, and noted that her province voted in favour of the Bill.

Western Cape
Mr F Adams (ANC, Western Cape) noted that his provincial legislature had voted in favour of the Bill.

The Chairperson noted that the majority of provinces had thus voted in favour of the Bill, and it was regarded as adopted.

Report of Select Committee
The Chairperson read out the Committee Report, dated 25 March 2015, noting that the Select Committee, having considered the subject of the Bill, had agreed to it. The Report would be placed before the NCOP.

Adoption of Committee Minutes of 19 March
The Chairperson asked that Members go through the minutes, page by page.

Members adopted the minutes, with no amendments.

Legacy Report preparation
The Chairperson noted that the Legacy Report would be adopted on the following day, and asked that Members who had any comments should forward them in advance.

Ms E van Lingen (DA, Eastern Cape) asked who was responsible for polishing the grammar of the report.

The Chairperson noted that the Committee Section would normally attend to that.

The Committee’s Content Advisor said that the writers had done their best with the checking.
