Meeting report

The Chairperson welcomed the Select Committee on Finance to a meeting to consider and adopt the Financial Sector and Deposit Insurance Levies Bill (Levies Bill) and the Financial Sector and Deposit Insurance Levies (Administration) and Deposit Insurance Premiums Bill. Members would also consider the respective draft reports for the Levies and Administration Bills.

Financial Sector and Deposit Insurance Levies Bill

The Chairperson took Members through the Levies Bill, and asked for motions on its desirability.

Mr E Njadu (ANC, Western Cape) moved for the desirability of the Bill.

Ms D Mahlangu (ANC, Mpumalanga) seconded the motion.

The Chairperson asked for the adoption of the Bill in its entirety.

Mr M Moletsane (EFF, Free State) said the EFF reserved its position.

Mr D Ryder (DA, Gauteng) said the DA did not support the Bill.

Mr S Du Toit (FF+, North West) said that on behalf of the FF+, he did not support the Bill.

Financial Sector and Deposit Insurance Levies (Administration) and Deposit Insurance Premiums Bill

The Chairperson took Members through the Administration Bill, and asked for motions on its desirability.

Ms Mahlangu moved for the adoption of the Administration Bill.

Ms M Mamaregane (ANC, Limpopo) seconded the adoption.

The Chairperson then asked for Members to adopt the Bill as a whole.

Mr Njadu moved for the adoption of the Bill.

Ms Mamaregane seconded the adoption.

Report of the Select Committee on Finance on the Financial Sector and Deposit Insurance Levies Bill [B3B - 2022] 

 The Chairperson took Members through the draft report.

Ms Mamaregane moved for the adoption of the report.

Ms Mahlangu seconded the adoption.

Mr Ryder appreciated the report, though he had issues with the last three words. The DA did not support the report on this basis.

Mr Moletsane said the EFF reserved its right to comment on the report.

Mr Du Toit said that the FF+ did not support the report on the Bill.

 The Chairperson took Members through the draft report on the Administration Bill.

Ms Mamaregane moved for the adoption of the draft report.

Mr Njadu seconded the adoption.

Mr Ryder said that the DA did not support the adoption of the draft report.

Mr Du Toit said that the FF+ did not support the adoption of the report.

Mr Moletsane said that the EFF reserved its position to comment on the adoption of the draft report.
