Summary
The White Paper and Draft Bill on Traditional Leadership and Governance was distributed for reading. The chairperson briefed the committee on the citizens forum.

Minutes
The chairperson distributed the White Paper and Draft Bill on Traditional Leadership and Governance as a precursor to a briefing in September. He advised Member to familiarise themselves with its contents in preparation as this would be section 76 legislation.

The Chairperson pointed out that no documentation was being provided for the citizens forum report. He explained this type of citizen's forum as a new concept where the Public Service Commission identifies certain departments of a certain community and embarks on a pilot project. There are three pilot projects of this nature being used in order to discuss how citizens see service delivery, focusing on a certain department. The Chairperson, Mr Mkhaliphi (ANC) referred to a delegation that consisted of himself, Kgoshi Mokoena (ANC) and Mr Maloyi that had visited the pilot project in Mpumalanga. This Mpumalanga project was being tested on three municipalities , two were urban municipalities and one in the deep rural areas of Mpumalanga, Managa. The department focused on was the Department of Health. Assessments of service delivery was made and all stake holders were present. Mr Mkhaliphi emphasised his appreciation for this method of community involvement. He also noted that several improvements in terms of accessible roads, water and electricity to Mananga.

Discussion
Kgoshi Mokoena (ANC) commended the Pilot Project of Mpumalanga

Ms N. Nkondlo (ANC) felt that the Committee needed to get a detailed report to get a sense of the concepts in progress.

Mr Mkhaliphi (ANC) said that the Public Service Commission would deliver a comprehensive report which would indicate the projects next phase. He also said that he had noted that councilors, who had happened to be amongst the audience at the citizens forum, expressed that it was unfortunate that the pilot programmes could not spill over to be piloted in local government.
