DRAFT PROGRAMME FOR 2001: BRIEFING

SUMMARY
Ms Hangana, presented the draft programme for 2001. She stated that this was a 'skeleton' provisional programme dependent on the Parliamentary programme and subject to change.

MINUTES
Legislation
Ms Hangana stated that meetings would be held throughout the year on all upcoming housing legislation. The Housing Amendment Bill, which was to be tabled soon, would be discussed during January and February 2001.

Provincial Visits
Four provincial visits were planned for next year:
Eastern Cape 18 & 19 January
Northern Cape 15 & 16 February
Mpumalanga 08 & 09 March
Northern Province 10 & 11 May 2001.

Ms Hangana (ANC) stated that the visit to the Eastern Cape would focus on 'the poorest of the poor'. She stressed the need to speak to the communities at grass roots level and not only listen to reports by officials. Areas would be divided up and delegates would discuss issues which affected communities with the people themselves in those communities so gleaning a clearer picture of the problems they are experiencing.

Dr Rhoda (DA) stated that the aeroplane service was infrequent for the Northern Cape and Northern Province so planning should take this into account.

Budget
Ms Maine (ANC) stressed the need for the training on the Medium Term Expenditure Framework in the budget process which will be held on 29 January 2001. Budget Day will take place on 21 February 2001 and Ms Hangana stated that the department should extensively brief the committee after Budget Day on the housing budget. In March there would be the tabling of the budget and a possible budget debate would take place on 19 March.

Ms Hangana stated that it was the aim of Parliament next year 'to involve the public more' and in May they would be inviting public hearings on whether the budget was adequate. In August and September there would be public hearings held on the formulation of the MTEF and Medium Term Budget Policy Statement (MTBPS). In October public hearings on Government's policy priorities would be scheduled.

Other Visits
Two day visits to the National Home Builders Registration Council (NHBRC) and Servcon will be taking place in June. Ms Hangana discussed the need to run a weekend workshop for the committee in order to familiarize them with the various housing institutions. She said that there was always competition with Servcon, NHBRC, and the Banking Council for the committee's time and there was a need to workshop independently.

A visit to the Free State was suggested to speak to communities and look at problems of eviction. Ms Koetzee Casper (ANC) said that Anglo American had also done research on housing in the Free State in the mining industry for housing subsidies and that Anglo-American could be invited to give a presentation on this matter. Ms Hangana stated that these ideas would be looked into once they had visited the Free State.

A possible overseas study tour to India during the July 2001 recess was discussed. Ms Hangana said that India's housing situation was similar in many ways to that of South Africa and that the three topics; availability of land, rental stock and social housing could be investigated. Funding for the tour might, however, present a problem if more than the number of delegates stipulated by the hosting country were to go.

Ms Hangana urged members to look through the draft programme and make any suggestions at the first meeting of next year to be held on 17 January 2001. Mr Douglas (IFP) pointed out that a meeting had been scheduled for 21 March, Human Rights Day. Ms Hangana said that this would be rectified. She thanked members for their participation this year.
