Meeting Summary

The Committee met to consider and adopt its Draft Committee Report on the 2018/19 Annual Report of the Western Cape Provincial Department of Health. Members proposed amendments to the text of the Report. The Report was adopted with amendments.

The Committee decided to move the amendments of the above Report over to the Committee minutes dated 16 October 2019 so that the two were aligned. The minutes, with the amendments, were adopted.

The Committee then adopted its Oversight Visit Report to the Grassy Park Community Health Clinic with amendments.

Meeting report

The Chairperson greeted and welcomed everyone present at the meeting. After asking everyone to introduce themselves for record purposes, she indicated the purpose of the meeting was to consider and adopt Committee Reports. The first document to be looked at was the Draft Committee Report on the 2018/19 Annual Report of the Western Cape Provincial Department of Health.

She asked Members to go through the Report, which was in the document pack and was emailed to Members prior to the meeting. Members were welcome to make amendments and thereafter the Report would be adopted with or without amendments.

Consideration and adoption of Draft Committee Report on the 2018/19 Annual Report of the Western Cape Provincial Department of Health

The Committee went through the document page by page to make corrections and amendments.

On page two, under the overview, Ms L Botha (DA) said that in the fourth paragraph, which begins with the wording “during the 2018/2019 financial year”, the sentence must be corrected so that the word increased is reflected as past tense and not increase in the present tense.

On page four, under point 5.1.1, Ms Botha put forward the following amendments to be made: ‘request a copy from the Health Department on the comprehensive services rendered at Hout Bay for the Committee to be considered. The Committee will hereafter conduct a visit to the mentioned facilities’. She said it would be best to remove from the report that it was not resolved that the visit will be conducted.

Under point 5.1.3, Ms Botha said that an amendment should be made so that it reads ‘conduct on oversight visit to the Transnet-Phelophepa, on the next visit to the Western Cape’

Under point 5.1.5, in relation to the point that the presentation on the drafted state pilot project must be forwarded to Ms Kiviet, Ms Botha suggested it must be mentioned in the Report who Ms Kiviet is because someone from the outside reading the Report would not know who Ms Kiviet is and why she would want the pilot project report.

On page four under point 6.4, the Chairperson suggested the Committee be more specific regarding the point that it has requested a report on the implications of the anticipated national budget cuts and how it will impact provincially, i.e. the Western Cape Provincial Health Budget.

On page five, the Chairperson said that at the conclusion of the Report, the Committee should add that ‘members of the public were further encouraged to make written submissions to the Committee’ after the last sentence.

Confirming that Members were happy with the amendments, the Chairperson then put the Report forward for adoption with amendments.

Ms Botha and Ms A Bans (ANC) moved to adopt the Report with amendments.

Draft Committee Minutes dated 16 October 2019

The Chairperson asked Members to give input on the document up for discussion in the same manner as with adopted Report.

Ms Botha proposed that amendments made to the Draft Committee Report on the 2018/19 Annual Report of the Western Cape Provincial Department of Health be carrier over to the draft minutes so that both documents can reflect the same amendments.

The Chairperson was in agreement with Ms Botha – the amendment made sense. She asked if Members were satisfied with the suggestion.

Confirming that Members were in agreement, the Chairperson said the Draft Minutes dated 16 October will be amended as per the Draft Committee Report on the 2018/19 Annual Report of the Western Cape Provincial Department of Health.

Ms Botha and Ms Bans moved for adoption of the minutes with amendments.

Consideration and adoption of Draft Committee Report on the Oversight Visit to the Grassy Park Community Health Clinic on 2 October 2019

The Chairperson said that the Report will also be dealt with page by page.

On page two, the Chairperson asked that the increase of numbers in the community was mainly due to the growing informal area and the clinic is now providing services to a total of 80 000 people mainly due to the growing informal area, be added to the last sentence.

No further amendments were put forward by the Committee.

The Chairperson then asked Members if the Report could be adopted with the amendments proposed.

Ms Botha and Mr R Allen (DA) moved for adoption of the Report with amendments.

Resolutions/actions

The Chairperson said there will not be any action steps transpiring from the Report. The Committee would meet again on 27 November 2019 at 8am in the Chamber. The Committee will, at the meeting, deliberate on the health schedule in the Western Cape Adjustment Appropriation Bill for 2019.

Committee Business

The Chairperson then asked Members who had not RSVP’d to the nursing awards the following week, to do so by the end of the day.
