Meeting Summary

The Portfolio Committee met to elect its Chairperson. Mr F Xasa (ANC) was nominated unopposed as Chairperson of the Committee. He accepted the nomination and declared Chairperson of the Portfolio Committee on Environment, Forestry and Fisheries.

The newly elected Chairperson reminded Members the Committee is tasked to ensure the people are represented in all processes that take place in Parliament. He ensured the Committee would do exactly what was expected of it.

The Chairperson announced that the first task of the Committee would be to deliberate on the Annual Performance Plan (APP) which would be presented to the Committee by the Minister of Environment, Forestry and Fisheries, and her team, the following day.

Election of Chairperson
The Committee Secretary welcomed Members to the first meeting of the Portfolio Committee on Environmental Affairs, Forestry and Fisheries. The purpose of the meeting was to elect the Committee Chairperson. Rule 158 of the National Assembly requires that before the Committee can be constituted, there is need to elect the Chairperson.

The Secretary said she would call for nominations and the Member nominated needs to be seconded. Thereafter, the nominated person would be asked if they accept the nomination. A call for nominations was made.

Mr P Modise (ANC) nominated Mr F Xasa (ANC) as Chairperson. Ms S Mbatha (ANC) seconded nomination of Mr Xasa.

The Committee Secretary confirmed there were no any other nominations. She declared Mr Xasa the Chairperson of the Portfolio Committee on Environment, Forestry and Fisheries.
Chairperson remarks
The Chairperson said the task of the Committee is to ensure the people are represented in all processes that take place in Parliament. These include lawmaking, oversight and ensuring the Executive is held to account along with all institutions that work with it. The people of South Africa are free to participate in all processes that Members are engaged in. The Committee will therefore do exactly what is expected of it.

The Chairperson announced the Committee would meet the following day for a budget review. The Minister of Environment, Forestry and Fisheries, and her team, would be presenting the Annual Performance Plan (APP), which would be the first task the Committee will be dealing with.
