Meeting Summary

The Committee met to consider and adopt the revised Budgetary Review and Recommendations Report for the Department of Economic Development. The Committee focused on the eight recommendations in the Report and suggested amendments to improve the wording therein.

Department of Economic Budgetary Review and Recommendations Report
The Chairperson suggested that the Committee adopt the BRRR Report, together with the outstanding minutes.


Mr F Beukman (ANC) applauded the support staff for the excellent work done in compiling the report.

Mr K Mubu (DA) suggested that the Committee should look at all key findings and resolutions before adopting the Report.

Mr Mubu suggested that findings should include the sentence “Department should ensure that the people with disabilities should be part of the staff component.”

Mr Z Ntuli (ANC) suggested that Mr Mubu’s suggestion be included in the recommendations.

Recommendations
Mr Mubu said the words “retention of staff at middle management” should be included in the listed bullet points.

Ms D Chilli (ANC) referred to page 21 and suggested the second bullet point should include gender balance.

Mr N Nkwankwa (UDM) made a minor technical amendment to the second bullet point.

Mr Mubu referred to the sixth recommendation said the sentence should be specific about the entities it was referring to.

Mr X Mabasa (ANC) said some of the entities also fell under the Department of Trade and Industry.

The Chairperson suggested that the sentence should be “support for Small, Medium and Micro (SMME)” rather than simply mentioning entities.

Rev W Thring (ACDP) referred to recommendation eight and made a minor amendment; he suggested that the National Empowerment Fund should be specifically mentioned in the recommendation.

Mr Nkwankwa said that the wording of the recommendations be improved.

The Chairperson felt that the sixth and seventh recommendations should be combined because they both spoke to the Small Enterprise Finance Agency (SEFA).

Mr Mabasa made a minor technical amendment on recommendation 5.3.

 

Mr Mubu moved for the adoption of the Report.

 

Mr Ntuli seconded the motion.

 

The Budgetary Review and Recommendations (BRRR) Report was adopted with amendments.

Committee Minutes dated 22 October


The Chairperson indicated that the minutes had already been considered the previous day.

Ms D Tsotetsi (ANC) moved for the adoption of the minutes.

 

 Mr Mubu seconded the motion.

 

The minutes were adopted.

 

The meeting was adjourned.
