The Committee considered and adopted two reports: Draft Budget Vote 19 Report: Defence and Military Veterans and Draft Report on 25 - 29 March 2018 visit to SANDF troops stationed in Goma, Democratic Republic of the Congo as well as outstanding minutes.

Meeting report

The Chairperson welcomed all present in the meeting. He said the purpose of the meeting is for the consideration and adoption of Budget Vote 19 Report: Defence and Military Veterans; Draft Report on 25 - 29 March 2018 visit to SANDF troops stationed in Goma, Democratic Republic of the Congo; and the adoption of Committee Minutes. All the relevant documents have been circulated to all Members.

Consideration and adoption of Draft Budget Vote 19 Report: Defence and Military Veterans

The Chairperson said they should go through the report page by page.

Mr S Esau (DA) said that a point should be made in the budget report that all assets should be exploited for the maximum benefit of defence and that all measures should be taken to try to ring-fence that money to the benefit of defence.

The Chairperson said that will be noted.

Mr S Marais (DA) said he was happy with the report and supported its approval, but he doesn't believe that this budget will meet all the problems they have identified.

The Chairperson said that will also be noted and recorded.

Mr D Gamede (ANC) moved for the adoption of the report.

Mr G Skosana (EFF) seconded the move.

The Committee adopted the report.

Draft Report on 25 - 29 March 2018 visit to SANDF troops stationed in Goma, Democratic Republic of the Congo

Mr Marais said the report is quite comprehensive and is a true reflection of what took place in Goma, DRC. He recalled that the Committee was informed about the United Nations allocation of hours for helicopters. That should be put in the report so that they could actually see how under-utilised their helicopter units in DRC and how much money they could earn in this regard. If they could get proper funding that operation can to a large extent self funded.

Mr Marais moved for the adoption of the report.

Mr Gamede supported the move.

The Committee adopted the report with amendments.
