The Committee met for the adoption of the Traditional Leadership and Governance Framework Amendment Bill [B8-2017].

The Committee adopted the Bill. The DA objected to the entire Bill as it claimed that the Bill contained a number of problematic areas that could be addressed in writing. The Chairperson felt that the National Council of Provinces (NCOP) might not need to conduct public hearings. He also expressed concern that only one stakeholder made a submission on the Bill. He indicated that the Committee would consult with the NCOP in order to also speed up its process.

Meeting report

The Chairperson welcomed everyone in the meeting and indicated that the purpose of the meeting today was to adopt the Traditional Leadership and Governance Framework Amendment Bill [B8-2017].

Proposed Amendments to Traditional Leadership and Governance Framework Amendment Bill [B8A-2017]

The Chairperson read through the proposed amendments to the Bill and there were no issues that were raised on the proposed amendments. He then requested Members to move for the adoption of the Bill.

Adoption of Bill

Ms B Maluleke (ANC) moved for the adoption of the Bill and Mr N Masondo (ANC).

Mr K Mileham (DA) said that the Committee should note the objection of the DA to the amendments that had been made to clauses 1 (a) and (b). 

The Chairperson accepted the objection of the DA as this was part of the democratic process. The Committee anticipated that the National Council of Provinces (NCOP) might not need to conduct public hearings. The reality is that only one stakeholder made a submission on the Bill and this was something that needed to be taken into consideration.

Mr Mileham clarified that the DA was in fact objecting to the entire Bill as there were many problematic issues that had been identified.

The Chairperson indicated that the Committee would allow the DA an opportunity to clarify why it objected to the Bill. The Committee would need to consult with the NCOP in order to also speed up its process.
