Meeting Summary

The Committee Members met to adopt the report for Vote Six (Health) and Vote Seven (Social Development). The Committee supported both votes. However, in terms of Standing Rule 86, the African National Congress expressed its minority view not to support both votes. 

Meeting report

Vote Six (Health)

The Chairperson asked the Committee to consider the report page by page.

Mr D Mitchell (DA) pointed out that the first paragraph had the date of 14 March 2019. He suggested that it should reflect the date on which the Committee had deliberated on the vote.

The Chairperson referred to page two, and said that the Committee had not had public input because no one was present from the public. It had been advertised, but there was not public input. She suggested that the section on participation should be taken out of the report.

She said that on page three, the report should state that "the Department should prioritise rural patients when they visit hospitals in the metropolitan area, especially those that are dependent on the patient transport." These patients did not get their medication in time for them to make use of the patient transport in order to get back to their areas.

The Chairperson said that section 4.5 should highlight that the Department should consider ways of supporting small, medium and micro enterprises (SMMEs), and form a partnership with them for the distribution of chronic medication.

She suggested that the section should include an example of Sizwe Nzima, the founder of Iyeza Express, a service that delivers chronic medication to residents in Khayelitsha, Cape Town, by bicycle.

The Chairperson asked the Committee to choose to support or to not support.

Ms M Wenger (DA) supported the Vote, and was seconded by Mr Mitchell.

Ms M Gillion (ANC) did not support the Vote. She asked the Committee to note the party’s minority view.

The Chairperson read out the Committee report:

“The Standing Committee on Community Development, having deliberated on Vote Six (Health) in the schedule to the Western Cape Appropriation Bill [B1-2019], referred to the Committee in terms standing rule 187, reports that it supports the Vote. In terms of standing rule 86, the African National Congress expressed its minority view to not support the vote.”

Vote Seven (Social Development)

The Chairperson read out the Committee report:

“The Standing Committee on Community Development, having deliberated on Vote Seven (Social Development), in the schedule to the Western Cape Appropriation Bill [B1-2019], referred to the Committee in terms standing rule 187, reports that it supports the Vote. In terms of standing rule 86, the African National Congress expressed its minority view to not support the vote.”

Ms Wenger supported the Vote, and was seconded by Mr Mitchell.

Ms Gillion did not support the Vote. She asked the Committee to note the ANC’s minority view.
