The Budget Committee considered the subject of the Division of Revenue Amendment Bill [B22-2022] (NCOP) referred to in accordance with Standing Rule 217, recommended  that the House conferred on the Western Cape’s delegates in the National Council of Provinces the authority to not support the Bill

In terms of Standing Rule 19, African National Congress expressed a minority view to support the Bill.

Meeting report

The Chairperson reported that Mr E Njandu (ANC), as the Western Cape delegate to the National Council of Provinces (NCOP), presented the Western Cape negotiating mandate in the NCOP yesterday. The Western Cape did not support the Bill.

The National Council of Provinces (NCOP) has not amended the Bill since the negotiating mandate was presented and the Committee was asked to share their views.

Mr R Mackenzie (DA) did not support the Bill.

Ms C Murray (DA) did not support the Bill.

Mr L Mvimbi (ANC) supported the Bill.

The Chairperson did not support the Bill.

Mr Mvimbi apologised for his absence in the previous meetings and confirmed that Ms N Nkondlo (ANC) had been given a full mandate to attend as an Alternate Member.

The Chairperson noted this.

Western Cape final mandate report
The Budget Committee, having considered the subject of the Division of Revenue Amendment Bill [B22-2022] (NCOP) referred to it in accordance with Standing Rule 217, recommends that the House confers on the Western Cape’s delegates in the National Council of Provinces the authority to not support the Bill

Minority view
In terms of Standing Rule 19, the African National Congress expressed the minority view to support the Bill.
