SUMMARY
The Committee dealt with internal administrative business at this meeting. Among others, it adopted a report on its recent study trip to Ghana and Mali and resolved to forward suggestions to the Department of Education on how the South Africa system of education could be improved.

MINUTES
The Chairperson stated that it was important that the Committee be trained on the Education budget before their meeting with the department on 7 may 2006. He gave an overview of the Committee’s Annual Report for January to December 2005. The Committee also looked at the important aspects of the FAPED (Forum of African Parliamentarians for Education Department) Report on the issue of Child Development. The Chairperson commented that they needed to suggest to the Education Department that the standard of child development should be improved as it only increased by 12%.

Discussion
An ANC Member recommended that it is vital for African languages to be introduced in South Africa. She also proposed that the Education Department should focus attention on those schools that did not allow African languages as part of their offered subjects.

Mr Baloyi (ANC) gave a report on how the education system is maintained in Ghana. This, he felt, could be adopted in South Africa to increase pass rates.

The Chairperson stated that the visit to Ghana was significant as it looked at how that country ran its education system. He felt the Committee should forward suggestions about the Report to the Department of Education rather than giving instructions to the Department about what it should do.

Adv AH Gaum (ANC) saw the idea of debating the report as a very important aspect of the Committee’s work. He believed that there should be a meaningful debate in Parliament instead of just the Committee’s viewpoint.

Mr Mthembu (ANC) said on the issue of mobilising education, that by the year 2015 they would have Universal Primary Education in South Africa which would be for students from other countries.
