Meeting Summary

The State Law Advisers presented the Portfolio Committee amendments (A version of the Bill) for the Committee to approve, but only managed to present up to Clause 6.

The Committee requested that the Portfolio Committee amendments should be presented as incorporated into the Bill (B version of the Bill). However, the Principal State Law Adviser said that this means of presentation (reading the amendments in the A list, with the original Bill alongside) was standard procedure for this stage in a Bill’s processing.

There was some confusion as some Members also had the B version of the Bill in their possession, while others did not. After struggling to get through the Portfolio Committee amendments, the Chairperson proposed that Parliament’s Legal Advisors and the State Law Advisors meet to produce one single document. This document would then be provided seven days in advance of the next meeting so Members could study it before reconvening in two weeks’ time. Both legal teams and the Committee agreed to this.
