The Ad Hoc Committee on COVID19 finalised its work by considering and adopting its final report documenting the work of the tenure of the Committee. 

The Committee recommended that each Standing Committee deals with matters pertaining to COVID-19 in their respective portfolios. The Committee also recommended that the Standing Committee on Health, as part of its programme, must schedule regular updates by the Department of Health on COVID-19.  The Committee reported that it has concluded the task allocated to the Ad-hoc Committee on COVID-19 by the Speaker of the Western Cape Provincial Parliament. 

There was unanimous praise for the work of the Committee, Chairperson and staff under strenuous conditions. 

Meeting report

The Chairperson welcomed Members to the meeting, and informed them the meeting should not take long, as they only had to approve various sets of minutes and reports.

One of the reports that would probably take some time to discuss related to the annual report of the Committee, as this had some bearing on the future significance of the Committee.

The Chairperson then read the Rules of Procedure for virtual sittings and thereafter proceeded to the first set of Committee minutes.

The minutes were considered and adopted.

Report of the Ad Hoc Committee on Covid-19 on Its Oversight Activities Undertaken During the Period 24 November 2020 to 30 April 2022

The Chairperson proceeded to read out the recommendations.

The Committee recommends that each Standing Committee deals with matters pertaining to COVID-19 in their respective portfolios. The Committee also recommends that the Standing Committee on Health, as part of its programme, must schedule regular updates by the Department of Health on COVID-19.  The Committee reports that it has concluded the task allocated to the Ad-hoc Committee on COVID-19 by the Speaker of the Western Cape Provincial Parliament

Ms D Baartman (DA) supported the recommendations. The National State of Disaster has been lifted so there is no need for the Ad Hoc Committee to continue.

Mr M Xego (EFF) also supported the report. He thanked the Chairperson and procedural staff for the work that had been undertaken.

Ms R Windvogel (ANC) followed suit and praised the performance of the Committee, the Chairperson and procedural staff. She added that “ons het koppe gestamp” but the work got done.

Mr D America (DA) recalled the enormous task of the Committee and the amount of valuable data generated. He felt the entire report should be bound and made available as a resource to libraries etc. He also thanked the Chairperson for abled leadership.

Ms W Philander (DA) echoed the sentiments that had been expressed and in her capacity as Chairperson of the Standing Committee on Health resolved to support the outcomes of the recommendations.

The final report of the Ad-hoc Committee on Covid-19 was adopted.

Mr A Van Der Westhuizen (DA) expressed concern about the minutes of the current sitting. He asked what the procedure was in these cases when a Committee dissolved.

The Procedural Officer explained that the custom would be that the Chairperson would sign off on it.

As a precaution, the procedural staff had prepared draft minutes for consideration.

The Committee adopted the draft minutes of the current sitting.

Concluding remarks by the Chairperson

The Chairperson hailed her colleagues and procedural staff for the outstanding work that had been achieved under strenuous level five lockdown.

The Report would now be sent to the House for deliberation. Requests to publish it on various websites and libraries would also be acted upon.

The Chairperson adjourned the meeting.
