Meeting Summary

The Committee met briefly to discuss and adopt its 2013 First Quarter Programme. It was highlighted that the Committee would meet with the Minister of State Security early next year to so that he could comment on the public hearings. The programme was adopted but Members noted that it could be adjusted when the need arise.

Apologies
The Chairperson read out apologies from Mr B Fihla (ANC) Ms L Jacobus (ANC) and Mr J Thibedi (ANC).

Opening Remarks
The Chairperson apologised to Members for being late. He said that the Committee had to be re- established in the same form that it had been operating previously. He informed Members that the Committee had been given permission to sit during the constituency period; however it would only meet after 28 January 2013, because of the holiday period. The next meeting would be on the 12 of February, because Members would be busy with oversight. The Committee would meet with its American counterpart. The programme was meant to be a guideline so that the Committee could be able to book venues in advance

The Chairperson said that the Committee could not book venues for weekly meetings if the programme was not adopted. It was accepted in Parliament that adhoc committees could meet infrequently. He emphasised that he would consult Members.

Mr Maake J (ANC) sought clarity on the informal deliberation concerning the Intelligence Laws Amendment Bill [B25-2011].

The Chairperson explained that informal discussion was meant to try to understand what the thinking was after the Public Hearings earlier in the year.

The Chairperson mentioned that the first meeting would be held with the Minister of State Security, so that he could comment on the public hearings. If the Minister was not available then the programme would be adjusted. He would encourage the Minister to write a letter to the Committee before the public hearings

A Member proposed the adoption of the programme and it would be adjusted as the time went by.

Another Member seconded this motion and the programme was adopted.
