Mr Khoarai first became a MP in 2005. He served in the Free State Legislature(2004-2005) as Chairperson of the Committee on Tourism & Environmental Affairs. he also served on the Health and Foreign Affairs Committees. In his past political career he was a regional councillor in the Free State, Free State Regional Membership Officer, Councillor in the Fezile Dabi Region, ANCYL, ANC Rammolutsi Branch Deputy Secretary, student activist and in the Rammolutsi Youth Congress.
